The event were participated by representatives of the federal executive and legislative authorities, and the indigenous peoples. The discussion focused on the results of the Russian Government obligations to improve the legislation on the indigenous rights.
In 2009, the Russian government approved the concept of sustainable development of indigenous peoples of the North,
These documents include items that need to be implementing by 2011:
- Develop the necessary regulations to establish territories of traditional nature use of Indigenous Peoples according the Federal law which was passed in 2001;
- Create a model territory of traditional nature use;
- Elaborate the strategy of the relationship between indigenous peoples and corporations;
- Prepare proposals for the Forestry Code, Land Code, and the Water Code of the
- Formulate federal lows’ drafts to guarantee to indigenous peoples the priority access to the hunting and fishing areas on the indigenous territories;
- Strengthen the state efforts to support indigenous culture and languages, improve the health and educational standards.
The representatives of the ministry of natural resources, federal fisheries agency, and ministry of regional development made the statements within the meeting. The head of the Department in Ethnic Relations of the Ministry of Regional Development Alexander Zhuravskiy said that some conditions of SCD accomplished to a varying degree and then described some of it. He was supported by Michael Todyshev, a representative of the Council of Federations in Russian Parliament, who mentioned that his committee prepared several legislative initiatives which were not supported by the federal Government.
The meeting participants decided to make the request to the Russian Government about the reasons for non-compliance of the own Russian Government orders and instructions of the Russian President to improve to the indigenous legislation. Also the recommendations to improve the federal legislation will be send to the Government.
